Lonnie McMinn, President & CEO


 Mr. McMinn is the President and CEO of Vinuity and has over 20 years of experience in the technology industry which includes executive management and entrepreneurship in technology start up firms. Vinuity is singularly focused on bringing value to clients and does so by delivering performance management and rural domestic outsourcing solutions. In a prior role as Vice President, Midwest, at Emtec, Inc., Mr. McMinn led teams of software developers, program managers, analysts, and quality assurance specialists in delivering enterprise custom software systems. Mr. McMinn has grown and sold multiple technology services firms which include Secure Data, Inc. and Foster Townsend, Inc.

Prior to founding Foster Townsend, Mr. McMinn worked as a software engineer in commercial and government organizations that delivered software to support the United States Air Force Air Mobility Command and United States Transportation Command. Proudly serving in the United States Air Force, Mr. McMinn worked at a software systems analyst in support of global in-transit visibility cargo and passenger systems. Mr. McMinn holds a Masters of Science degree in Computer Science and a Master of Arts in Information Management from Webster University. In addition, Mr. McMinn earned his Bachelor of Science degree in Astrophysics from Pennsylvania State University.

 Dr. Paul Lance Chang, Consulting Director


Dr. Chang has over 20 years in the technology industry. During that time, he has acquired knowledge of system analysis and design, project management, business process definition and development of technical solutions. He is well-versed in functional specifications and system requirements, including process flow diagrams, data flow diagrams, use case diagrams, entity relationship diagrams and test case scenarios. Along with over 10 years of management experience in both waterfall and agile environments, Dr. Chang’s competencies range from managing small teams to supporting and leading international development teams. His area of expertise is in software development, with an emphasis on creating high performing teams, training, security, and project management.

Dr. Chang received dual bachelor’s degrees from Washington University in Saint Louis in Electrical Engineering and Computer Engineering.  He received his Masters in Business Administration from Southern Illinois University in Edwardsville and a Doctorate in Management from Webster University.  His areas of interest include emotional intelligence, motivation theory and agile project management.  With a technical, academic and practical background in software development and management theory, Dr. Chang has unique perspectives in both the theoretical and practical aspects of IT.  He bridges the communication and information gaps between academics and practitioners of management

 Robert Merrick, Portfolio Director


Robert Merrick has over 35 years in business and project management experience. Mr. Merrick is a results driven team leader experienced in implementing process and controlling change to address business issues and facilitate solutions. Mr. Merrick has performed various roles in IT professional services consulting firms working in the Finance, Healthcare, and Travel industries.  His experience includes leading software development and business intelligence projects using traditional waterfall and Agile methodologies leveraging earned value, change management, and risk management techniques.

Mr. Merrick holds a Bachelor of Science degree in Finance from Southwest Missouri University, a Masters in Business Administration from Lindenwood University, and multiple certifications in IT Project Management to include the Project Management Institute’s Project Management Professional (PMP) certification.
